Abstract
This study aims to analyze the workload of supervisory-level employees at PT. XYZ, a coal
hauling company, uses the Full Time Equivalent (FTE) method. Excessive workload among
supervisors has been identified as a critical issue leading to long processing times, decreased
performance, and operational incidents that caused production stoppages and financial losses.
The research was conducted through observation, interviews, and data collection regarding
working hours, allowance, and job activities. Based on the FTE results, several supervisory
positions were found to be in the overload category, indicating that the current number of
supervisors is insufficient to meet operational demands. To identify the underlying causes of
this condition, a Root Cause Analysis (RCA) was performed using the Fishbone Diagram,
which revealed key contributing factors including skill gaps among supervisors, manual and
non-digital work systems, unreliable tools, and an insufficient number of supervisors. To
address these issues, several solutions are proposed: conducting targeted training and mentoring
programs to improve supervisor competence, implementing digital reporting and scheduling
systems to increase efficiency, upgrading technological tools and ensuring their reliability, and
hiring additional supervisors to balance the workload. These actions are expected to reduce
excessive workload, improve operational efficiency, and minimize the risk of incidents due to
fatigue or mismanagement. Ultimately, this research provides practical recommendations for
optimizing manpower planning and enhancing supervisory performance at PT. XYZ by adding
6 new supervisors.
