Abstract
Side frictions have a considerable influence in hampering the facile flow of traffic. The smoothness of traffic that should be optimal is reduced due to side friction. The decrease in speed due to congestion also has impacts on increasing vehicle travel time which results in increase in vehicle operational costs. Jalan Affandi is one of the most congested roads in Yogyakarta due to many side frictions activities and high traffic volume. This research aims to analyze the road performance of existing condition due to side frictions on Jalan Affandi, to analyze the road performance of alternative solution, and to analyze the vehicle operational costs of road existing and alternative conditions. Th primary data was obtained from the results of traffic survey at research location, and the secondary data was obtained from related institutions such as Bina Marga Department Dinas Pekerjaan Umum dan Perumahan Rakyat D.I Yogyakarta and Badan Pusat Statistik. Data were collected on Thursday. Saturday, and Tuesday at 06.00 – 09.00, 11.00 – 14.00, and 16.00 -18.00 WIB. The data were then analyzed using Indonesian Road Capacity Guidelines 2023 for road performance, using PCI 1988 method for vehicle operational costs, using Greenshield method for the relationship between speed, volume and density analysis, and modeled using PTV VISSIM. From analysis results it is known that the degree of saturation of existing condition of Jalan Affandi where there are side frictions is 0.42, the average vehicle speed is 28.76 km/hour, and the Level of Service was classified as C. For alternative conditions where one of the side frictions, namely on-street parking, is being removed the degree of saturation value decreased by 9.52% to 0.38, the average vehicle speed increased to 50 km/hour, and the Level of Service is classified as C. The analysis results also show that the operational costs of vehicles decreased by 37.6% for Light vehicles and 12.57% for Heavy vehicles after the removal of on-street parking. Furthermore, the analysis results using the Greenshield model and simulation using PTV-VISSIM also indicate
an increase in average vehicle speed and a decrease in operational costs after the removal of on- street parking.
