Abstract

To ensure worker safety, large scale infrastructure development, such as toll highways, requires a methodical and planned building procedure. The Jogja–Bawen Toll Road project has a high level of risk because it involves the use of heavy equipment, especially during girder erection. The implementation of occupational safety and health systems is an important factor in preventing accidents, protecting workers, and minimizing their impact on the surrounding environment. Risks such as falling materials, extreme weather, and equipment failure must be anticipated through appropriate risk management. This study aims to analyze the potential hazards and risk control in girder erection work using the Construction Safety Analysis (CSA) method. The CSA approach was used to identify work stages, assess risk levels, and formulate control measures. The research was conducted observationally on the Jogja–Bawen Toll Road Project Package 1 using data collection methods through field observations, interviews, and literature studies. The data were analyzed with reference to the applicable construction safety management standards and national regulations, including direct inspection at the site. The results show that there are 138 different types of possible risks. The biggest risks are workers being struck by heavy equipment, cranes moving uncontrollably, and girder falls. The use of full PPE throughout the entire work process is the most used control measure. The CSA approach has been successfully used to improve OHS performance and identify possible accidents during girder operations for this toll road project.
